Doc: *i walk in* have some good news and some bad news which do you want first

ziba: he cant go to jail now though

Doc: he can if there is proof that he did it or he confeses

Ziba: at ncis we have apolicy if its a guy we are looking for and he has a child on the way we cant aresst him
